A 7 year old domain has been sandboxed due to “notice of unnatural links to website”
Incase if you are not able to get those links removed you need to ask for a reconsideration. Apart from that you need to explain whether you hired an SEO firm to get those unnatural links. There are lots of SEO firms that claims that “Only 100 percent white Hat Tactics”. Getting thousands of links in a day is not considered a white hat tactic at all.
You can work on 301 but mind you it is not risk free as it is not guaranteed to work. It ‘s not easy to cut on the backlinks and the severity of bad links is very high. Building quality links allows relevant links moving forward and the bad links will fade out as time progresses
