Can anybody tell me how Google knows that a website purchases links. Buying links is considered as blackhat by Google tht's why I am asking

When a massive unnatural change of pattern is obtained for a particular website a red flag will be raised by the algorithm followed by manual review of site. During manual intervention it is quite easy to find out that a site has purchased links or not.
