Does realy putting links of bad pr sites affect your pr rank

I was want to put my pr0 link on one pr5 site,but the owner say i cant put it until you wil have atleast pr3 beacuse it cold screwd his page rank.Is that true?I mean that is realy strange.I mean how can simply put links on your site can screw your own page rank?

That's true,
If you are placing link on your site which is lower than your's then there are chances of PR passing as a result your PR may get reduce.
Generally a webmaster always prefer for placing a link with high PR or equivalent PR link on his site.
