Ideally, search engines should auto-detect your website/ blog but you may go in for submissions to catalyse the process, I use Keyword Country to submit my webpages to 158+ search engines. Up for it!

No, they aren’t. They are just as alive and kicking.
*Meta keywords tag is no longer important for Google because webmasters have abused its usage. But, I am sure you are not optimizing your website for Google only, so you need to include them in your page for good ranking in other search engines.
