Best sites for hiring freelancers?

Depends on our budget, I personally have used many freelance cheap services on fiverr, believe me if you spend good 10 minutes searching and reading reviews you can find some quality people.

Up-work is fine. if you can't hire on it, hire a hiring manager

I do use Upwork, but since you hate it there, you might want to check out these other sites. PeoplePerHour, Fiverr, Freelancer.com, OnlineJobs.ph, Outsourcely, and guru.com.
