The wireless spectrum must allow handhelds to be used with any carrier.

The spectrum enabling resellers to acquire wireless services at wholesale costs; leading to the interconnection at any point on the 700 megahertz band.
The letter from Google CEO Eric Schmidt to the FCC President Kevin Martin had all the necessary deals and information.
